- management of the State Property Committee, the Chairman makes decisions and he is personally responsible for the implementation of the tasks and functions assigned to the State Property Committee, the state of affairs in the sphere of public administration under his leadership;
- allocation of responsibilities between the Deputy Chairmen, determination of the powers of the Heads of structural divisions of the State Property Committee and subordinate state organizations;
- approval (in the prescribed manner) of the structure and staffing of the central office of the State Property Committee within the established number and expenses for the maintenance of this apparatus, approval of the structure of subordinate government organizations, coordination of the structure of regional, Minsk city territorial committees of state property;
- approval of regulations on structural subdivisions of the State Property Committee, as well as charters of state organizations subordinate to it;
- act on behalf of the State Property Committee without Power of Attorney, represents its interests, disposes of its funds and property in the prescribed manner, opens bank accounts, as well as «depo» accounts in the republican unitary enterprise «Republican Central Securities Depository» and in other depositories, issues powers of attorney to employees to represent the interests of the State Property Committee;
- submit to the Council of Ministers of the Republic of Belarus draft legislation on issues within the competence of the State Property Committee in accordance with the procedure established by law;
- in accordance with the legislation, appoints and dismisses employees of the State Property Committee, heads of subordinate state organizations;
- issues orders and signs resolutions of the State Property Committee, gives instructions within its competence;
- organizes the work of the Board of the State Property Committee and chairs its meetings;
- gives consent for appointment and dismissal of heads of state property committees of region and Minsk city executive committees and structural subdivisions of region and Minsk city executive committees, which is exercising state power in the field of use and protection of lands, and he also approves provisions on these committees and structural subdivisions;
- approves the schedules of inspections in state organizations included in the State Property Committee system, the procedure for considering appeals;
- resolves other issues in accordance with the tasks and functions assigned to the State Property Committee.
